First of all, I recommend using the latest version of VLC and not the one Ubuntu provide. VLC is updated very often and lots of things get fixed on a regular basis. If you choose to do that, these commands in a terminal will make the latest stable version available:
sudo add-apt-repository ppa:videolan/stable-daily
sudo apt-get update
Then, so that you can see exactly is the issue, try and install VLC in the terminal so you can read the actual error messages. That error is too generic to be of any help. You either have a missing or bad dependency that VLC needs or some package installation did not complete properly. There are actually seven packages needed for VLC plus a audio backend package: vlc, vlc-data, vlc-nox, vlc-plugin-notify, vlc-plugin-samba, libvlc5, libvlccore8, and whatever audio backend works for you.
Do this is a terminal and then post back the output:
sudo apt-get install vlc

Here's what it said...
greg@greg-OptiPlex-990:~$ sudo add-apt-repository ppa:videolan/stable-daily
[sudo] password for greg:
This package archive contains daily builds made from the last stable branch of the VLC media player.
This package archive is intended for testing the build process and bug fixes in impending stable releases of VLC, with view to integration into Ubuntu through stable via either the Stable Release Updates (SRU), or security updates.
You will NOT find major version updates in this archive, such as from 2.2.x to 3.0.x. If you want a newer major version of VLC, use the master-daily archive, the VideoLAN.org snap packages, or build VLC manually.
Beware that the builds are fully automated, and do not go through any quality assurance whatsoever. Functional regressions and build are relatively rare but they do happen.
Please report build breakages to the Debian/Ubuntu multimedia team.
The VideoLAN developers do not have access to the build system.

What version of Kubuntu are you using? If 16.04 or 17.10 you can install this ppa and the patched versions of libgles;
Code:sudo add-apt-repository ppa:paulo-miguel-dias/pkppa sudo apt-get update sudo apt install libgles1-mesa libgles2-mesa

I installed VLC off Synaptic
Then I did my usual update routine
sudo apt-get update && sudo apt-get dist-upgrade
sudo apt-get clean
sudo apt-get autoremove --purge
This is what happened...
