I'm using a standard Dell keyboard that comes with all their computers.
I have been using it for years and only with 16.04 did it start to have a problem.

It is a Dell SK 8110

I seem to have beat it by installing numlockx which I found at this page...
      https://askubuntu.com/questions/7969...-on-at-startup

The only solution I know of requires the numlockx package. To install it, open a terminal (Alt-Ctrl-T) and type the following lines:

      sudo apt update
      sudo apt install numlockx

Then edit your Startup Applications and add a new entry. The command for the new entry should be numlockx on.

That's it! If you find a solution that doesn't require the numlcokx package, I'd love to hear about it.

I used the terminal and entered

      sudo apt update
      sudo apt install numlockx

      Then I pecked in
      numlockx on
      in the terminal and rebooted.
      It worked.
We'll see if it continues to work

I did also have that issue with a previous - standard - keyboard. The solution above fixed it. Now I'm using a Kensington Pro Fit wired keyboard and do not have that issue. So I think it's somehow a manufacture thing moreso than the keyboard being considered "standard" or not. My previous KB was wireless. Not sure if there's any correlation there or not.
