Are you sure 4.8 isn't in the repos? The "upgrade" function doesn't jump kernel versions AFAIK. You have to install the newer branch initially yourself.

Could be that whatever mirror you're using hadn't updated yet. Not everyone is using the same sources in apt.
BTW, if your "kernel hungry" 4.8.0-42 is available for 16.04 if you install it...

Also, you can install whatever kernel you want, really. Ubuntu keeps theres at the Mainline Kernel Page. Basically, these are stock-generic kernels with Ubuntu-specific patches applied. On Neon (16.04), I'm currently running the latest stable:
