    File associations

Search found another thread about file associations and Kate, but not quite the same thing.

Selecting a little text file in Dolphin, I'm told that the file can't be decrypted using Kgpg. (Of course I can right-click and "Open with" Kate.) Looking in Settings/ System Settings/ Personalization / Applications /File Associations and choosing, say, /text /csv indeed shows Kgpg at the top, with Kate next. (Other text formats, not just .csv, show the same application ranking.)

I can move Kate and LibreOffice up (and Kgpg down), but clicking "Apply" returns Kgpg to the top. Apparently System Settings will not let me use anything but Kgpg as the primary file association! Surely these don't require Administrator privileges to modify... or do they?
