I just tested adding an unprivileged normal user via running Kuser stand-alone, via the systemsettings KCM, and the users-admin from gnome-system-tools.

When I logged into testuser and the desktop was displayed I was immediately asked for a password to connect to my printer and then my network router.
Testuser's password would not work for either, only MY account password would work. I haven't created another user for my system in over 10 years, and I had no clue as to whether that was normal or not, but it didn't seem normal. I'd expect the network to ask for the wifi password (while connecting to the wired one automatically, since I have wired set to allow all users), not MY password and then asking for the wifi password.
I did notice one abnormality that I forget to mention. When I attempted to change the Testuser's desktop wall paper to my favorite photo the desktop turned black when I hit the OK button. The mouse continued to work OK, as did the panel and menu and the hot keys.
