Before upgrading I always had my applications menu accessible from the top of the screen instead of the bottom. After upgrading there is a different bar there which I seem to have no ability to move or remove, and I cannot access the applications menu. I don't know for sure if it is hidden behind the other bar or not running.

Does it look like a square box with three lines in it? If so, right click on the desktop and click desktop settings. Go to the tweaks section and turn off show the desktop toolbox.If you're sitting wondering,

What happens when you click on the < in the bottom left of your screen?Windows no longer obstructs my view.

That screenshot is not showing a plasma desktop .It sure looks like a gnome one to me........
At your login manager make sure "Plasma" is the option selected for the session
