How do I add a default panel in my third monitor?

I have modified my background by applying a Gausian blur 150% to the default desktop background which only appears on 2 of my monitors. It looks like the Login background. I would like the option to change the third monitor to have that appearance as well as include a default panel. Can this be accomplished using some configuration ability I am not familiar? Thanks!

The problem solved itself after a couple of restarts.
