    variable fan speed works! :]

    WOAH! SCARED ME TO DEATH!!!

I was transcoding a GoPro vid that I recorded for use in my physics classes and I jumped ten feet out of my chair when the CPU fan kicked up! :0

It has NEVER done that before so it was probably in the last update.

    AMD FX - 6100 six core processor, 5 x AMD FX - 6100 6 core processor
    3.9 gig RAM
    OS is 32 bit.
AMD/ATI Turks Pro (Radeon HD 7570) using Video driver from fglrx-updates

Are you 100% certain it was the CPU fan that kicked up? I have a quite similar system, but the graphics card is HD 7970. GPU fans on my computer had been doing nothing (fixed at 20%) for a year for some reason and then I suddenly had a similar experience as you described - it appears they suddenly accelerated to about 60% along some new fan curve that must come in with a driver update or something. 100% would be quite noisy, to put it that way. Where's my earplugs?

However, it would surprise me if video transcoding doesn't utilize the GPU these days.

      hmmm ok I'll check that.

There was no "video" on the screen at the time, merely the blue line showing progress, so I'm thinking it was the cpu, but I'll try to check.
