[14.10 64Bit]-Force O.S. To Delay Use Of Swapfile?

Hi,

I recently installed Kubuntu 14.10 64Bit onto a thin client desktop with just 8GB RAM.
I then setup a 4GB swapfile using this tutorial.

I have now noticed that the Kubuntu 14.10 64Bit O.S. starts to use the 4GB swapfile when RAM is about 50% full.
How can I tell Kubuntu 14.10 64Bit O.S. to delay using 4GB swapfile until much more of RAM is full?

The default is 60, 10 is a good number to try. 0 does not disable it, however.

But it's still using swapfile at around 50% RAM useage?

What am I doing wrong?

Have you either rebooted (so that the config file is reloaded), or entered the command that temporarily changes the value, as noted in the link? The command actually makes it easier to test it out without having to reboot every time.

Yes, I have rebooted.
Still have issue with swapfile being used at around 50% RAM useage.
Any ideas?
