I have a Logitech Webcam C615 that I use in Skype. It works well in low light, which is a big reason I bought this one. However, I notice the color balance is off. My face has a blue tint to it. If this were a digital image file, it would be an easy Photoshop fix -- just adjust the color balance. Does anyone know if there's anything in Kubuntu or with any kind of add-in program that would let me make this color balance adjustment? The Logitech cam worked right out of the box. I didn't need to install any drivers. All I had to do was hit a keyboard command to shut off my Lenovo's built-in web cam, and then this one was working.

I think Skype itself does this thing automagically , you should be able to disable the auto video settings, it may help some.
While there are webcam tools such as cheese and kamoso, they won't control the cam video outputs under Skype at all, iirc. Even guvcview, which has many video color adjustments, I don't think affects output to Skype or other programs, but there surely must be a way to pipe the output from one of these to Skype?
