Qt, Codelite, Codeblocks issues

Hello all,
I re-installed the 14-04-3 LTS Kubuntu and since I can't install a IDE software like Qt, Code block or Code Lite, I got this french error message "Une erreur est survenue lors de l'application des changements". The system download something but cannot install it.
Althought I succeeded to install all others software like Chromium, Filezilla or Qt designer and Qt Assistant...

Language

With Konsole you can change the language to plain English (to see bugs info for example) by command:
export LANG=C
