Perhaps turning debug on will give helpful information?
    Remove rtl8723.be
    sudo modprobe -r rtl8723be
Then reload it setting the debug param to, say, 5
    sudo modprobe trl8723be debug=5

This will generate error messages, if any, in the logs and may give helpful information.

In the menu search bar enter "ksys" and you'll see KSystemLogs listed. Click on it.

            wlan0: CTRL-EVENT-SCAN-STARTED
That indicates trouble trying to connect. One possibility is that the kernel you are using has a regression for the rtl8723be module. You can downgrade to a previous kernel (3.14 series) or modify your wireless so that it allows only b&g band connections (not N-band). The g-band will get you 54Gb bandwidth. You can turn off wireless debug by setting debug=0

Could you please suggest the easiest way to adjust the B&G band? I am not so technical so downgrading the kernal is not something I want to do.

Thanks again, is it the WIFI card I have? My last HP was a broadband? worked like a charm

For wifi the three most used bands are 802.11b (up to 5.5 and 11 Mb/s, 802.11g (up to 54 Mb/s) and 802.11n (from 54 to 600Mb/s).

Wireless routers come with internal menus which are presented as HTML pages if accessed by a browser.
If you open your FireFox browser to 192.168.1.1 (or what ever your gateway is - you can use route -n in a konsole to see it) you will have access to the internal settings of your wireless router -IF you know the access name and password, which is usually given in the manual, unless you've changed it.

Navigate to the wireless page. It may look like this:

On it you will see the line "Wireless Network Mode". What is called a "drop down combo box" is to the right of that label. Clicking on it will show the following options (for my wifi - your mileage may vary):

It shows the band width options available to the wifi. When I set mine to N-only I find that my iPads cannot connect. Neither can the iPads of my son or grandson. The continually spin the busy wheel while trying to connect.
Changing it to NG-Mixed allows our iPads to connect and also allows this laptop to connect via the N-band. Network-Manager shows a speed for my N-band connection that varies from something slow to 360Mb/s. My ISP provides only a 25 Mb/s connection. The max I have been able to get in band width tests is 22Mb/s, or about 87%.

In your case you may have it set to N-only. You can choose B-only, G-only or BG-Mixed in order to get a stable connection. Having made the change you can save your changes and then close the browser, use Network-Manager to re-connect, then open the browser and test it some website.

Any ideas? I really trying to get this wifi to work properly? Would going back to 12.04 be an option? I am a little lost with all this.

It looks like the kernel you are using doesn't have the source in the repository (at least not yet). One option is to revert to a previous kernel that does have the source in the repository and recompile it.

Thanks for the reply. Is there an easy way to switch an older kernel? What one is recommended? Also do you think I am on the right track? The wifi is working but does disconnect sometimes ( it seems random) and will need a reboot to reconnect.

I did try some of your suggestions on the other thread, but I wonder if this would work? Would going back to 12.04 LTS be an option also?

Using 12.04 is an excellent option if it worked well with your hardware. It is the first of the LTS releases and will be supported until 17.04, or, another 2 1/2 years. A lot can change in the next 2 or 3 years.

As far as downgrading to a previous kernel, when you log in you have the option of choosing the current kernel or one of the previous two or three kernels (how many you've let remain in your system after each kernel upgrade). Try each one of those and see if one of them works for you. If so, then use Muon to remove the more recent ones.

I will run 12.04 on the live install to see if there is a difference. I guess that might be the way to go.

How can I switch to an older kernel? I do not see the option when booting up.? I am thinking of trying this before reverting to 12.04 (never tried on this new laptop but great on my old HP), would this be the best course of action?

I will run 12.04 on a live usb and see how it works on this laptop before installing again. If switching to an older kernel is an option I rather do that. I just hope this 14.04 gets more stable over time as I am not really interested in tuning this system to work on my laptop as I am not very technical, I just want it to work as good as 12.04 on my old laptop.

This forum is great and all help is really appreciated.

Instead of letting the first option automatically be executed use the down arrow to select the second option, which leads to a grub page showing a "recovery" option and below it are listed the other kernels that are still installed. Select one of them or try all of them to see if one works. If one does, use Muno to remove those above it that do not work for you.

If none of them work for you then your suggestion of retrying 12.04 using a LiveUSB stick is an excellent choice. BTW, so is using the latest release of 14.04.x, as a USB stick to see if it works and it was something you did that broke the system.
