Feature Freeze exception for KDE SC 4.13

Bug Description

The Kubuntu team would like to ship with KDE SC 4.13 in Trusty.

Due to KDE's realigned schedule for the software compilation this no longer fits in easily with the Ubuntu release schedule getting its final tag on April 9th the day before final freeze.

To start with we'd like to upload 4.13 Beta 1 today...

Thanks for the info Rog. As one who has been gritting my teeth for quite awhile now - every time I have to fix or work around the self-labeled "Evil Trilogy" of the semantic desktop - I will wait for 4.13 and the full change-over to Baloo before I upgrade so I can wipe that mess off my plate all at once.

Yes, I think worth the exception - loosing nepomuk for baloo is well worth while.
