I hope this hasn't been asked before, I found a few similar but only one identical https://forum.kde.org/viewtopic.php?f=67&t=118633 and tried the solution given there. Actually I used that solution a while back and it worked for a couple of months, then it started doing the same thing again.
I opened my Google Chrome, right clicked on the task bar icon, and selected "Show a Launcher When not Running", The next time I tried to open Chrome with the icon/app launcher, Chrome opened, then a dialogue box opened asking for confirmation to download a file, " file: file:///opt/google/chrome/chrome". It does this every time I open Chrome. The thread I mentioned earlier, all of his launchers would open Chrome to that download, mine is only Chrome, the rest work correctly. Here's a snapshot of Chrome opening.
