    System sounds

Under 13.04 and previous I could designate sounds to use for chnaging desktops, closing windows, etc. The option to do that under 13.10 has disappeared under my version of 13.10.

Is this true for everybody or did upgrading instead of installing from scratch bugger the system?

This seems to be the case now.
In KDE 4.11 on 13.10, system sounds seem much reduced compared to earlier KDE versions.

      Notications & sound

A group of notifications has been removed - https://git.reviewboard.kde.org/r/110113/:

      Remove demands attention notification
      Remove window activated notification
      Remove (un)fullscreen window notification
      Remove Move/Resize Start/End notifications
      Remove dialog close notification
      Remove new dialog notification
Remove (not) on all desktops notification
      Remove window (un)maximized notifications
      Remove Window Unminimize Notification
      Remove Window Minimized Notification
      Remove Shade Up/Down Notification
      Remove window close notification
      Remove delete window notification
      Remove new window notification
      Remove the Change Desktop Notifications
If there is no notification then there can't be sound for it.

The KDE 4.11 default is no login/out sounds - http://lists.kde.org/?l=kde-commits&m=136646628816226
The user can enable the login/out sounds from the KDE system settings.
