I didn't have the kuser package installed after upgrading to 13.04, so I installed it but I don't see it in system preferences. Is there anything else I have to do?

You don't need Kuser. Look in System Settings > System Administration > User ManagementWindows no longer obstructs my view.

The KDE is using the Kuser the Kubuntu is using the Userconfig python script.Before you edit, BACKUP !
