English is not the default language?

I installed the kubuntu 13.04 and added some extra languages from the system settings -> localis as well added thier keyboard layouts , now the messages in windows and terminal are not english that i don't want, i changed the country to the United states of America but still the same problem?

ANY DISTRO......will "try to figure out what your language is....from..............

.........an automated process that uses....ummmm "algorithms"......

A) GMT
B) Keyboard layout.
