The important IP Filter (blocklist feature) in KTorrent is not working properly in Raring. It does start the download of the blocklist and it completes the download but then an error pops up
"There are no IP addresses to convert in /home/nick/.kde/share/apps/ktorrent/level1.txt"
Now, I also have Kubuntu 12.04 running in a virtualbox and it has backports enabled so KDE 4.10.1 is installed and KTorrent with the exact same settings is downloading, updating and converting the blocklist perfectly every time. I just this minute did it on both to see for myself, so I can say with absolute certainty that the url for the blocklist is 100% correct etc.
