battery monitor drops to ~9% when idle

It seems that if my laptop is sitting idle my battery will monitor will read roughly 9%. This happens if it's plugged in and 100% charged (if I disconnect the power adapter, and plug it back it it will read the correct % again), of it it's running on battery (which causes the OS to take it's low battery action, very annoying). I have no idea what's causing this, but I'm putting it in software support because it happens on every distro I try (Ubuntu, Kubuntu, Fedora), every DE I try (Gnome, KDE, XFCE, MATE, Cinnamon). It's got to be something to do with how the battery reports it's charge and how my configuration is set up. If I go into Konsole and run the acpi command the battery will be inaccurately represented. If I run acpitool the battery will be accurately represented. So it seems that at least something is reading the battery fine, but whatever reports that to the DE is dropping the ball. Any suggestions? Thanks.
