For 12.04... I would assume never. That is just a guess though (I am not an active developer), but I assume 13.04 will have 4.10(.2 most likely) by default. I am justing hoping for 4.10.1 or .2 for Precise... then I would be extremely happy with that! Again, I never thought I would see 4.10 for 12.04 at all. A HUGE thanks to the Kubuntu (and KDE) developers for this release. I am a believer!
    Nowadays I'm mostly Mac, but...

This is what tends to happen:

The development version of kubuntu picks up the latest version of kde when it becomes available, up until a feature freeze in kubuntu, then that is the version of kde that gets shipped with kubuntu. KDE releases a new version a few months before kubuntu so you tend to always get the latest major version of kde with a new release of kubuntu.

Once packaged for the development release the packagers normally decide to backport it to the latest released version of kubuntu, all backports end up in the backports ppa and not the official ones so you will never see a new version of kde in the official repos. The developers do not normally decide to backport it more then one version of kubuntu so to get the latest version you normally need either the latest released kubuntu, or the development version. That said, if someone wants to backport a newer version of kde for an older version of kubuntu they can, but this does not normally happen (often cannot due to technical restraints.

^^ All that is from my experience of kde and kubuntu.

I think this is pretty much a perfect explanation.
