Synaptic appears to work now but pylotro (wine 1.5.20 + Lord of The Rings Online Linux launcher) does not launch LOTRO.
It seems more needs fixing.

The system stopped working completely and all I could do was turn off the computer! After rebooting quantal seems to come up but is still broken. The ones ending in .save and .distUpgrade are ignored. And the contents of the correctly-named ones show comment signs. So none of your PPAs are updating, it would seem. You can re-enable them by removing the comment signs. I'd recommending checking on Launchpad first, of course.Comment

I disabled the pylotro ppas - thanks vinney - and ran the upgrade. The upgrade appeared to work so I rebooted. pylotro still doesn’t work, that doesn't surprise me since the ppas are disabled. Kwallet is still bugged! and I got a Ubuntu 12.10 crash report!:
