Another issue is that by default Ktorrent seems to put finished downloads into Home not Downloads, this behaviour i find is wrong, the Downloads folder is there for a reason and KTorrent should adhere to that by default?

I agree with this - it is a little strange. The problem is made worse by the fact that no matter how many fresh installs I do I still forget to change it to downloads and then have loads of folders filling up the home folder view on the desktop

You can move your data within Ktorrent. If you right-click on the file(s) in the downloads view and select "move data". I wouldn't like it in /home/name/download as I'd like it on another partition.
A feature that I guess would be liked by all is a prompt on first run of Ktorrent where the user would like to save the file(s), finished and unfinished.

This is the default behavior that the Ktorrent devs have set, I think. It is quite easy to change. Downloads may be the logical place for many, but not for all. Talking to the Ktorrent folks would be the appropriate place for this.
