Canon MP280 printer not working in Kubuntu 12.10

when first turned on my Canon MP280 printer, nothing happens. the typical notification, "Canon MP280 printer detected", "the printer has been set" do not appear.
in system preferences, printers, manually add my printer, select the manufacturer "Canon" and then the driver "PIXMA MP280 - CUPS + Gutenprint 5.2.9 (en)" everything normally.
but when I print a test page, nothing happens, the printer status is always inactive.
this printer works fine on ubuntu 12.10 64bit updated, why not work on kubuntu 12.10 64bit updated?
I like to have my printer working without installing the proprietary driver.

    How I can fix it?
Where I can report this problem to kubuntu developers can fix it?
