fixed with kernel 3.5.0-15.23!

No, not fixed here. I've just updated to the .23 kernel from the Quantal repos, and the black screen (with the monitor being in "no signal" mode) is still there.
I even did three reboots to check, but it's still here every time.

You're missing the meta-packages. I suspect the kernel images won't automatically upgrade without those.

No, I don't. I have an Radeon HD 6850 card and am using it with the free driver.
Looks like the fix they did only works for Intel onboard graphics.

Yep, the issue is solved only for Intel. I've tried with an Intel i7 gfx and it is ok, while on a Radeon HD3000 is broken.
I'm going to report the issue in the original bug report for the ATI cards... add your experience as well:
