What is this desktop phenomenon called?

Every so often I hit the mouse just so and get this:

What is it called, and what is the mouse gesture that triggers it? This is driving me nuts as I can't Google it if I don't know what it's called!

Thanks, OneLine, that's exactly it. I've been running the cursor all around trying to trigger it, but of course it only works if you're in a maximised window.

Now I feel just a little less stupid.
