I run 64bit Kubuntu, but I don't find Skype anywhere. It's not in Muon Software Centre, and I only find some skype-plugins when I search for "skype" in Muon Package Manager. I seem to recall that you had to install the 386 version of Skype in 11.10... Is that also the case for 12.04?

In muon go to Settings > Configure software sources, select the "Other sources" tab and check "Canonical Partners"
I think I got it this way or by using the medibuntu repo http://medibuntu.org/
