I've noticed that release upgrades can change the repositories named inside the various files in sources.list.d, but it won't change the file names.

But, having non-standard/third-party repositories can/usually does create the problems the OP is experiencing. The general rule is to disable such repositories before doing a release upgrade.Windows no longer obstructs my view.

True. To know for sure, it would be good to take a look inside those files.
@pablo173: would you show us what's inside tualatrix-ppa-lucid.list, please?
Also... Ubuntu Tweak, which you're obtaining from that PPA, is intended for GNOME desktops, not KDE.
http://ubuntu-tweak.com/about/
Ubuntu Tweak is an application designed to config Ubuntu easier for everyone. It provides many useful desktop and system options that the default desktop environment doesn't provide. At present, it's only designed for the Ubuntu GNOME Desktop, and always follows the newest Ubuntu distribution.

There appear to be some bug reports regarding segfaults in that libapt package...

Vinnie,
I tried adding
## This software is not part of Ubuntu, but is offered by third-party
## developers who want to ship their latest software.
deb http://extras.ubuntu.com/ubuntu/ precise main
deb-src http://extras.ubuntu.com/ubuntu/ precise main
to my /etc/apt/sources.list, but no help.

There is your problem. You have a non-standard/third-party ppa repository and it's for Lucid. Edit the file (as root) and comment any non-commented lines. Save and close. Then rerun the sudo apt-get update and sudo apt-get dist-upgrade commands again.
No help.

Try doing:
Code:wget http://ubuntu.mirror.cambrium.nl/ubuntu//pool/main/a/apt/libapt-pkg4.12_0.8.16~exp12ubuntu10.2_i386.deb
or:
Code:wget http://ubuntu.mirror.cambrium.nl/ubuntu//pool/main/a/apt/libapt-pkg4.12_0.8.16~exp12ubuntu10.2_amd64.deb
and then
Code:sudo dpkg -i libapt-*.deb

OK, so your PPA file is up-to-date. Despite the comment, the PPA isn't disabled because there's no hash at the beginning of the line. I do wonder, though, what other problems you might experience by using Ubuntu-tweak on a KDE-based system. I wouldn't recommend it.
Let us know if Sumski's idea works for you.

Tried Sumski's suggestion --
$ sudo dpkg -i libapt-*.deb
(Reading database ... 211809 files and directories currently installed.)
Preparing to replace libapt-pkg4.12 0.8.16~exp12ubuntu10.2 (using libapt-pkg4.12_0.8.16~exp12ubuntu10.2_amd64.deb) ...
Unpacking replacement libapt-pkg4.12 ...
Setting up libapt-pkg4.12 (0.8.16~exp12ubuntu10.2) ...
Processing triggers for libc-bin ...
ldconfig deferred processing now taking place
Looked encouraging, but Apper gave error:
"trying to overwrite '/usr/share/kde4/apps/libkexiv2/data/topicset.iptc-subjectcode.xml', which is also in package libkexiv2-8 4"
and Synaptic gave error:
"E: Could not get lock /var/cache/apt/archives/lock - open (11: Resource temporarily unavailable)
E: Unable to lock the download directory

Ok, turn off any package managers opened, remove downloaded deb from /etc/apt/sources.list.d/, and try with
Code:sudo apt-get update && sudo apt-get -s dist-upgrade
That libkexiv2 package is a leftover from Lucid. But the good thing is, you got apt running, now to fix packages to install/upgrade/purge
EDIT:
Also, please post results of
Code:sudo apt-get -s purge libkexiv*
