UPDATE AGAIN:
The signal strength keeps yo-yoing up and down between 20% and 80% +-5 or so.
In the logs I noticed that the following all happens within a single second (but this scenerio is repeated many times over an hour)

Driver rtl8192ce when used with the RTL8188CE device would start at about
20 Mbps on a 54 Mbps connection, but quickly drop to 1 Mbps. One of the
symptoms is that the AP would need to retransmit each packet 4 of 5 times
before the driver would acknowledge it. Recovery is possible only by
unloading and reloading the driver. This problem was reported at
https://bugzilla.redhat.com/show_bug.cgi?id=770207.
The problem is due to a missing update of the gain setting.

I never had any problems with my RealTek wireless chip running -14 through -17, but the problems appeared in -18 and all since then, so a regression has been introduced.
This patch in this annnoucement is for the 3.0-stable kernel.

UPDATE about Chromium...
I had been lucky with Chromium starting up every time I clicked its icon in the application-launcher. I usually open it up and leave it open, since I spend most of my time using the browser.
Well. I closed it this morning and then opened it up. It wouldn't open.
It turns out that when Chromium closes it does NOT remove all of its threads from the system processes. Restarting Chromium fails if there are still Chromium threads in the processes.

ANOTHER UPDATE:
April 6th, 7th and 8th were the worse days yet for Precise on this Acer 7739.
I had upgraded to the "-21" kernel but that didn't help. I didn't want to downgrade to the "-18" or earlier kernel. No params settings would make the rtl8192ce driver work reliably on this laptop. My wireless was down so often that I had to resort to my ethernet cable to establish a reliable connection. I couldn't trust the wireless connection for updates or other downloads that might fix the problems.
After updates on Saturday things got worse. On two occasions my display blacked out. On one occasion the laptop powered off in a snap and without warning. Checking the system logs revealed thousands of msgs about "Intel ips", and "MCP" and other stuff I reported on March 26th. Some suggested that "intel_ips" be blacklisted. I did that and my avg running temperature rose 10F and the wireless was unusable, so I removed it. But, this laptop was running significantly hotter than it had been in the past, and it seemed to become unstable at 140F, even though the CPU is rated to 190F. Yesterday I seriously considered buying a fan for it.
I spent most of Sunday afternoon and evening researching the problems. It seems that the "Intel ips" power problems first appeared in 2007 and were fixed, but a regression has snuck back in. All in all, my problems had the appearance of being caused by the kernel. Despairing, I went to the repository in the hope that the "-22" kernel would be there and that it would solve my problems. Last night, about 12:30AM, I discovered that it was there. I installed it and rebooted. I played minecraft for an hour to test it out and then went to bed.
This morning at 9AM I fired up this Acer to give the new 3.2.0-22 kernel a shakedown. My rtl8192ce connected using 11n at 150Mb/s and has remained connected every since. The MCP and " intel ips 0000:00:1f.6: MCP power or thermal limit exceeded" messages have ceased. The rtl8102ce power off settings are stable and it doesn't jump back and forth between 12Mb/s, 15Mb/s and 150Mb/s randomly or under load. More important, it doesn't show a 15Mb/s connection speed but time out on any webpage. My average unadjusted temp setting while using Chromium has been 100-102F, which is what it averaged before the troubles began.
Now I am going to run the graphic intensive apps and see how they play.

UPDATE AGAIN:
I have been using this Acer 7739 with the 3.2.0-22 kernel and the latest updates for over 12 hours.
The rtl8192ce wifi driver stayed up at 150Mb/s for those 12 hours and the system log shows only three drop outs. The first was 1/2 hour after I started, the second was an hour afterwards, and the third was at 5:45pm.. Chromium has been up the entire 12 hours and I never noticed a single time out or page hang, so the dropouts were quickly restored. Chromium started immediately upon its first summons, and I closed and restarted it several times but it never failed to quickly start.

UPDATE: Yesterday marked the second 12 hour day without any of the previous problems.
The rtl8192ce problem is much improved but there is still one nagging issue, occasionally SLOOOW internet speed. My connection speed remains firm at 150Mb/s (no yo-yo-ng) but it becomes laggy.
When this happens I run
ping goggle.com
to see if my connection is still up because the network-manager is notorious for not having a connection yet showing a connection.

Launchpad publishes a list of Ubuntu mirrors. I have stopped using Canonical's servers for downloads and instead use Argonne National Lab. They have a 10gbps Internet connection and are always up-to-date.
