[SOLVED] KDE4 Color Schemes WIll not apply

Forgive me because I am new to KDE4, but I have some issues I think. I've been trying to change the KDE4 theme and so I travel into the KDE settings and Workspace Appearance option. I select a Desktop theme, say Oxygen, or one I download. And I apply it. It appears as if the theme applies, the panel background changes, but the Color Scheme and the Window border remain default. I have tried many themes. Even if I go into the Window decorations and change it by hand, the window border changes but the actual window style remains silver (which I believe is the color scheme). So I figured a logout and login might fix it. So when I log out I am greeted by a black screen with just my mouse cursor. If I reboot, I can log in, but when I get to the desktop, the color scheme is still the default one.

    Any help would be appreciated.

    Colors are changed in:

system settings > application appearance > colors

Thank you for that. I was looking in the wrong place the whole time!
