After upgrading from 11.04 to 11.10...
Inkscape - Fill&Stroke, Align&Distribute functions don't work (icons, keyboard shortcuts, menu)
GIMP - select, copy, paste don't work
The problem is related to
System Settings > Application Appearance > GTK+ Appearance
changing GTK + styles, Widget style (dropdown) to Raleigh made Inkscape and GIMP work properly. After launching both apps, changing Raleigh to oxygen-gtk made them look purdy.
