That the dialog pops "under" the parent application window is a bug that the developer did not intend to create, obviously.

Actually I think its a problem with the window manager, there is nothing the application developer can really do to fix this from what I know, but is the window manager being too greedy with its focus stealing prevention.

Try lowering the focus stealing prevention of kwin to see if that helps.
System settings > window behaviour > window behaviour > "Focus stealing prevention level"
