I installed Kubuntu the newest stable version, everything worked fine, it was running as it should, i installed programs was connected to the internet and finally got it setup the way i wanted. I rebooted my computer for the first time, and now it says my hardware requirements arent met and has me running on the minimalist version. I cannot connect to the internet and I cannot figure out how to get back to the standard Kubuntu desktop environment. I need help asap.

That's a nice little computer! It certainly surpasses the *buntu requirements.
How did you partition it -- did you use the Windows partition manager to shrink the Win 7 partition, or how did you install Kubuntu? What size did you make the Kubuntu partition?

when you say "running on the minimalist version." what exactly dose that mean?
are you in a shell, console, what do you see?
and when you say "i installed programs was connected to the internet and finally got it setup the way i wanted." what were some of the kinds of things you installed and set up.
if you installed some more desktop environments then you may be starting up in that instead of KDE .

The programs i installed, were not anything system changing, i will go back and review to double check. But most of them were games, and network administrative tools. Are there any programs i should look for that might of changed my settings?

When you chose programs to install, were you using the Kubuntu software utility? When you say you installed network administration tools, and then you lost network connectivity, that suggests that there was a configuration change involved that affected your system. Being a brand new installation, with not much investment in configuration, and no user data on the system, I am tempted to suggest a reinstallation as likely being faster than chasing your memories of what you may have done before it all went south.
If you can open a Konsole terminal, and enter these these two commands, we might learn something about the present configuration:
Code:sudo ifconfig
Code:sudo cat /etc/network/interfaces

Also during that time, whilest it was starting up, it gave me an error message that said " does not meet system min. requirements" another error message that might be related is under desktop settings it mentions GTK+

After re installing linux, I've been very methodical about what applications i install. The problem was with the GTK+ environment, Is there any reason that this should cause my system to go into fall back mode?

I don't understand this 'fallback mode' Kubuntu doesn't have one. Ubuntu's Unity desktop DOES have one, and it is used in cases where the video hardware does not support the composting features it requires. Kubuntu and KDE don't need this as if this happens, desktop effects simply do not run. But in either case, the Intel graphics drivers should be fine in each desktop.
So I think either you are not running a KDE desktop, or have installed the unity or ubuntu desktop (or parts of it) and something must be causing conflicts. In previous versions (before Unity) it was extremely easy to install both KDE and Gnome and choose which to log in to. I have not done this in a long while, but I recall someone saying that it is a bit more difficult to do right now as Unity is still young. Perhaps someon who has installed unity alongside kde can give some input as to how it is set up, else I believe a fresh install may be the easiest solution otherwise, but it seems you may have already done so.
