I want to disable my touchpad but my touchpad settings are all grayed out so I can not use them and I don't know why? I tried installing kde-config-touchpad but it says package not found? so I don't know. Any help would be appreciated, thank you.

You should provide more information so it's more likely people will be able to help you...
Don't know if this will help ya but if you're running Kubuntu 11.04, pressing Crtl+Alt+t will disable the touchpad. Also, typing synaptiks on K menu will open the touchpad settings.
