I've gone through the effects tab of the desktop menu in system settings (compositing IS active), and nothing is checked. However, hovering over a taskbar item still gives me a thumbnail, and even with notifications turned completely off I still receive various pop-up messages. Is there any way to get rid of absolutely all of these?

On your panel, right-click on the notification applet in the systray and remove it
On your taskbar - right-click on a blank spot, then Task Manager settings, then disable tooltips to get rid of the rather large tooltips
in Desktop effects, uncheck taskbar thumbnails to stop the thumbnail of the window contents from showing - tho this should stop if you disable the actual tooltips above anyway
there are also some notification items you can configure in System Settings -- Application and System Notifications - Other Notifications - tho it may be somewhere else in there for 10.04, I am using kde 4.6 and nit may be a laid out in a slightly different location
