You need: An engine and a theme.

Engines:

apt-cache search kwin-style

kwin-style-qtcurve - Unified window decoration for KDE and GTK+
kde-style-skulpture - Widget style for Qt4 and KDE 4
kwin-style-bespin - A very glossy KDE4 window decoration
kwin-style-crystal - semi transparant window decoration for KDE
kwin-style-dekorator - Windows decoration engine for KDE 4 using user-supplied PNG files
kwin-style-skulpture - Window decoration for KDE 4
qtcurve - Unified window decoration for KDE and GTK+
kwin-style-smaragd - Emerald for KDE

When the engine is installed: System Settings > Appearance > Windows > Choose the engine and install the theme file.

Sometimes the engine do have own downloader: Aurorae - Get New Themes.

Sometime it doesn't have a downloader - then it has a instructions where to put the theme file.

Smaragd - /usr/share/doc/kwin-style-smaragd/NOTES:

The .emerald file has to be extracted to $HOME/.emerald/theme for this to work.

but i need a gui method to install the engine.
doesn't kubuntu have such a thing like 'software center' in ubuntu?

System Settings > Add and Remove Software (KPackageKit)
