Icons in taskbar half the size they used to be

the kickoff and fave folder icons are half the size they used to be.

in 9.10 they stretched to the height of the bar. now they don't.

did I set something in 9.10 that I forgot about or has this changed?

A bug report > Bug 226039 - (4.4 regression) Icons don't scale to big panel size and use 32x32px instead.
