Another Kubuntu release is on the way. It's a perfect time for the Kubuntu community to rise up to the challenge of helping produce another rocking release. For this purpose, Kubuntu is holding a series of IRC sessions that will help you get started.

Practically, yes. http://en.wikipedia.org/wiki/Coordinated_Universal_Time

AFAIK there are some minor technical differences between the two, but for practical uses, they are the same.
